Материалы конференции включают в себя методологические аспекты функционирования организаций в условиях современного информационного общества, а также примеры успешного ведения бизнеса в России, в странах ближнего и дальнего зарубежья. Авторы из разных стран обобщили накопленный опыт и предлагают его для обсуждения широкой научной общественности. Доклады содержат вопросы, свойственные для отдельных национальных моделей ведения бизнеса, и проблемы интернационального характера, определяющие развитие управленческой мысли от теории к практике. Conference proceedings of the Xth International scientific and practical conference "Modem Management: Problems and Prospects" on 26-27 March 2015 are devoted to actual problems of theory and practice of the modem management. Conference proceedings include the methodological aspects of the organizations fimctioning in the modem information society, as well as the examples of successfill business in Russia, CIS and non-CIS countries. Authors from various countries summarized the experience and offer it for discussion of wide scientific community. Предисловие Целью развития системы менеджмента является обоснование и создание приемлемых условий и предпосылок последовательного и успешного управления организацией в динамичных условиях рынка. Основу науки о менеджменте составляет ее теория, поэтому правомерно рассматривать эту науку, прежде всего через предмет теории менеджмента. Отражая стремительные и неустойчивые связи внешней среды организации, теория и практика менеджмента находится в постоянном поиске оптимальных приемов и методов эффективного управления достижением целей организации. Пленарные доклады Ambarish Pandey PhD (ABD) Royal International University, Ulaanbaatar, Mongolia OPPORTUNITIES AND CHALLENGES IN IMPLEMENTING KNOWLEDGE MANAGEMENT SYSTEM IN HIGHER EDUCATIONAL INSTITUTES IN MONGOLIA 1. Introduction Over the past two decades, Knowledge Management (KM) has increased in popularity and credibility as a management tool, as well as a research discipline. KM is a term that has not only gained credibility over the years by virtue of the increased research projects on the subject but also through the increased application of it as a management tool within business organizations. This report investigates the perceptions of Knowledge Management within Higher Education as a management tool, and presents the nature of academics and universities, and the related challenges for KM implementation within this context. The research uses a methodological approach combined with case studies of Top-tier Institutions in Mongolia. The paper begins with a brief introduction to the Mongolian Higher Education context given in relation to its history and the Knowledge Economy, then presents the research framework and some of the initial findings that emerged from the analysis, finally, the report ends with some concluding remarks. 2. Knowledge Management & Knowledge Economy When it comes to apply KM in Higher Education Using knowledge management techniques and technologies in higher education it is as vital as is in the corporate sector. Effective implementation of KM can lead to better decision-making capabilities, reduced “product” development cycle time (for example, curriculum development and research), improved academic and administrative services, and reduced costs. The flexibility and responsiveness of any organization can be hampered by relying merely on individual knowledge in the organization. The prime challenge is to convert the information that currently resides in those individuals and make it widely and easily available to any 20
faculty member, staff person, or other valuable stake holders (internal or external). Knowledge management can lead to exponential improvements in sharing knowledge — both explicit and tacit — and the subsequent surge benefits, if it has be adopted institution wide (wholistic approach). In order to stay competitive in any business, factor movement (goods, capital, labor and ideas) has to be easy then, what do HEIs need to do to stay competitive to ensure the quality of their products and to ensure that a good academic experience is achieved by their students? Globalization and marketization have, therefore, forced Higher Education Institutions to think about the way in which they teach, conduct research and manage the institution and its various stakeholders. 3. Literature Review Knowledge refers to the ideas or understandings that an entity creates and/or possesses that are used to take effective action to achieve the entity’s goals. It was first proposed the concept of explicit and tacit knowledge. Explicit knowledge is the knowledge that can be written down, processed by information systems, codified or recorded, and archived and protected by the organization [1]. Tacit knowledge represents knowledge that cannot be written down, exists in people's heads and is extremely difficult to transfer. Both explicit knowledge and tacit knowledge are the intangible assets any organization holds to provide excellent service to their customers. Knowledge has become the driving force in our economy today. It powers the ability of professionals to be their best, and to deliver value service to customers. Knowledge management is the practice of harnessing and exploiting intellectual capital in order to gain competitive advantage and customer commitment through efficiency, innovation and effective decision-making. Both the ideas of knowledge worker [2] and expert labor [3] think that knowledge management is important to any entity. The knowledge management system is the framework of an integration of organizational elements in organizational culture, organizational information technology infrastructure and the organization’s store of individual and collective experiences, learning, insights, values, etc. [4]. Members can effectively accomplish organizational goals through knowledge management processes and procedures. A firm that effectively manages knowledge is likely to be considered a learning organization. Knowledge dissemination and 21
responsiveness to knowledge are cited repeatedly as the most effective way to a competitive advantage [5]. While the need for effective managing of knowledge is accepted, much of the literature continues to explore measurement and its effect on outcomes. It has been developed inventories and clear procedures or methods to measure the effectiveness of such activities by [6]. 4. Trends and challenges in the higher education sector in Mongolia 4.1 Higher education under Communism Prior to the transition, in Mongolia, higher education was for the selected few, educating industrial and ideological leaders prior to the transition, as in other former communist countries. It was driven by the demand for labor. The human resource needs identified by the national development plans determined the number of students to be enrolled in each department of the higher education institutions. The main tasks of higher education in the Mongolian People’s Republic prior to the 1990s period of transition were: “(1) to prepare highly qualified specialists brought up on the basis of Marxist-Leninist teachings and capable of making the fullest use of contemporary techniques; (2) to train scientific and pedagogical personnel; (3) to raise the qualifications of specialists engaged in various branches of the national economy, cultural life, education and health; and (4) to disseminate scientific, cultural and political knowledge among the broad masses of the people” [7]. 4.2 Higher education reforms since the transition - deregulation, privatization and expansion It was reviewed the changes in the financing of higher education in 28 countries in the Asia-Pacific region, these countries are all grappling with difficult issues, including (1) the changing role of the State in higher education finance, (2) a pressure for privatization, (3) the need to create high-level manpower, and (4) the increased use of technology. Underlying these changes is “the advance of capitalist modes of operation” [8]. Mongolia seems to be a typical case. 5. Challenges in Higher Education in Mongolia The quality of higher education and the employability of graduates are currently the major issues in higher education. Mongolian higher education has been widely criticized for being of low-quality and producing graduates with degrees not relevant to the labor market [9]. According to a survey conducted by 22
the UNESCO Beijing Office, 13.3 percent of the 2008 graduates are officially unemployed. At the same time, the survey found that many graduates feel that they had no other choice than applying for jobs not corresponding with their specialization, although the main reason they pursued higher education was to deepen their specialization and use it in their career paths. In addition, the same survey found that 78 percent of the companies surveyed expressed dissatisfaction with the training provided in HEIs and with the need for “retraining and readjustment” of their new employees [10]. 5.1 Issues with Knowledge Management in HEIs in Mongolia Although, HEIs in Mongolia have started reviewing their curricula, it is not at par with international standard. During one-on-one interviews conducted by the researchers, more than 90% academic staff felt that there is a need to revise curricula, examination standard and grading criteria. One of the respondents said that “We have followed the credit based education system and matching the teaching hours accordingly but the standard of grading is not uniform, it needs to be standardized throughout the university.” The researcher also identified during interview that Public HEIs still receive direct state funding, but only to cover utility costs (e.g., electricity, water, and heating) and not other operational costs such as faculty salaries. For capital investment, public HEIs can submit requests for funding to MECS, which consolidates such requests from all HEIs and negotiates with the Ministry of Finance. The budget then needs to be approved by the Parliament. This procedure makes it extremely difficult for HEIs to plan any capital upgrading in the longer-term. To develop an appropriate knowledge management system, there is need to recruit more people for this purpose only, which incurs longterm investment. 5.2 Argument in support of adopting Knowledge Management System in HEIs A number of claims exist as to the motivations HEIs to undertake a KM effort. According to this survey the typical considerations driving a KM effort include: - Making available increased knowledge content in the development and provision of products and services - Achieving shorter new product development cycles - Facilitating and managing innovation and organizational learning - Leveraging the expertise of people across the organization 23
- Increasing network connectivity between internal and external individuals - Managing business environments and allowing employees to obtain relevant insights and ideas appropriate to their work - Managing intellectual capital and intellectual assets in the workforce (such as the expertise and know-how possessed by key individuals) 6. Summary Higher education institutions have come to face pressures similar to the private sector. Private colleges are experiencing huge challenges due to the structural change in the higher education industry in Mongolia. In order to deal with the cutting edge competition, management has to adopt new models in search for excellence. It seems reasonable to propose management techniques such as KM and related strategies to enhance quality and performance. Knowledge Management (KM) helps an entity making the collective information and experience available to individual workers. References 1.
