INTRODUCTION



       In the context of an innovative economy the most important strategic direction in the development of management science is the creative management. Creative management reflects a specific aspect of management of modern industries and enterprises in the conditions of accelerating the pace of change of technological innovation, unpredictability, non-standard and crisis situations.
       Today, a need grows for inventive managers, with the ability to generate and implement unconventional and original ideas quickly and effectively resolve problem situations.
       The motto of the creative management master: "I know for sure: the impossible is possible!» Such a manager must possess masterly techniques, methods and techniques of the original non-standard decision-making today.
       The solution of practical problems (case studies, business games, tests, exercises, etc.) is a type of self-controlled work of the student on the systematization of information within the statement or address specific problems and apply the knowledge gained in practice. This type of independent work aims at the development of thinking, creativity and skills in the active search and self-help. The workshop allows the student learning to see, set and solve both standard and non-standard problems that may arise in the future in the profession.
       A teaching aid offered to your attention is aimed at deepening and consolidation of theoretical and methodological knowledge, development of students' skills of independent use of this knowledge in practice.
       Workshop on creative management enables students to master the skills of non-standard decision managerial solutions in the chaotic conditions of uncertainty, randomness and unpredictability of change in the external and internal environment of the organization; surprises in the implementation of concepts and business plans; a sharp reduction in terms of adoption and implementation of management decisions; systematically emerging needs in the application of fundamentally new, previously untested, tools, methods and management techniques, and others.
       The purpose of this workshop on the creative management is the formation of practical skills and competencies in accordance with the requirements of the state standard.
       The task is to equip managers of creative type with knowledge on the application of tools and creative management techniques in the practice of good governance and management.
       The manual is intended for students, graduate students enrolled in the direction "Management", as well as teachers and practitioners.

      Currently, creative solving of problem is relevant as never yet. Requests for creative solutions in almost any field are constantly increasing. The concept of "creative management" in recent years increasingly began to be used.
      What is it?
      Creative Management is a process of managing creative potential as an individual and an organization. The particular relevance of the implementation of creative management of organizations is determined by the constant need to develop and implement non-standard system management solutions in terms of acceleration of change generations of innovation, unpredictability, uncertainty, contingency and crisis situations.
      What are the main features of creative management?
      Creative Management is a creative approach in making managerial decisions.
      Creative Management is- a new non-traditional, non-standard, original solutions of "undecidable" problems.
      Creative Management is the highest performance in “unsolvable” problems solutions and high efficiency managerial decisions.
      In other words, the creative management can work wonders!
      It is no secret that the main creators of successes and failures are people, managers. The success or failure of the business depends on their knowledge and skills, on how they can creatively and professionally formulate a fresh original business idea to adopt and implement non-standard high-performance managerial solution.
      The objective prerequisites for predetermining the emergence of creative management are as follows:
      Firstly, constantly arise in various fields of activity of the enterprises intractable problems.
      Secondly, fundamentally new problems that arise in the face of uncertainty, turbulence, internal and external environment of enterprises.

      Third, in the present conditions of business leaders are usually those companies whose managers are able to think and act creatively, generate and effectively implement new and unusual and original ideas.
      Fourth, the benefits of an innovation are quickly replicated by competitors. As a result, the company to maintain its competitive advantage, should systematically improve and play new original products and effective management decisions.[1]
      Fifth, the constant changes in all spheres of society, manifested regularly emergencies and crises, require a search for innovative solutions, to study effective ways of enterprises development.
      Sixth, the failure or absence of necessary, known mechanisms, tools, and methods of making and implementing management decisions, as well as a number of other circumstances.
      The purpose of creative management is activation of the process of generating innovation ideas and development by managerial personnel previously unknown unusual, original management decisions.

      The main objectives and directions of creative management are shown in Figure 1.
      The specific objectives of management as a tool for creative solutions non-standard management tasks include:
      -        Search and study of different alternative strategies to address the problem from a variety of options.

      -       A comparative analysis of alternative solutions based on various evaluation criteria.
      -       Substantiation of mechanisms, tools and methods for implementing custom strategies based on the opportunities of using the creative potential of management staff.
      -       Ensuring the achievement of the objectives and criteria, indicators of efficiency of alternative management decisions based on the adaptive control system and decision-making to adjust operations in real time.
      Creative Management as a tool for science-based management is used both for the strategic development and overcome the recurring emergency and crisis situations, when you want to search for and implementation of innovative ways of survival, advancement, achievement of enterprise competitiveness in the market.

      Then fate tied him with diplomatic activity. If we pay attention to the documentary photo - and newsreel late 30’s, Andrei Gromyko was often seen at international meetings close with Stalin.

       Conditions

        INTERNATIONAL TOURISM CENTER OF THE ARCTIC CIRCLE: A GHOST TOWN OR A REALITY?

      Organization of the game: the participants of the business game are combined in groups of 3-5 people and in brainstorming mode offer the most fantastic creative concept of the future project.
      Setting.
      Imagine that you are a resident of a small urban settlement in the Arctic Circle Zapolyarsk.
