От автора 5 От автора От автора В современных условиях от специалистов в сфере налогообложения требуются широкие и многосторонние знания, высокий уровень подготовки. Подобные качества неотделимы от хорошего знания не просто английского языка, признанного в мире языком экономистов, а глубоких знаний профессиональных дефиниций и лексики в области налогов и налогообложения. Настоящее учебное пособие соответствует требованиям Федерального государственного образовательного стандарта высшего профессионального образования по направлению подготовки 080100.68 «Экономика» и нацелено на приобретение студентами Российской академии правосудия, обучающимся в магистратуре по профилю «налоговое консультирование» необходимых языковых компетенций для решения социальных и коммуникативных задач, в том числе в профессиональной, научной и преподавательской деятельности в области экономической специальности и, в первую очередь, в сфере налогообложения, формирования у них способности не только к профессиональной деятельности, но и профессиональному сотрудничеству и обычному межкультурному общению. Пособие написано в соответствии с Программой курса и состоит из введения и четырех тем, каждая из которых представляет собой авторское изложение основных положений, необходимых для формирования теоретических и практических аспектов знаний современного специалиста в области налогов и налогообложения. Каждая тема снабжена текстами, где рассматриваются теоретические положения, краткая история экономики и налогообложения, приводятся структура и основное содержание налогового законодательства Российской Федерации, характеристика и основные виды налоговых нарушений.

Предисловие 7 Предисловие Introduction They say money makes the world go round. The global economy of the 21st century experiences unprecedented fluctuations. This is only one but not single reason of the fact that well-trained economists are in great demand. Of the many social sciences currently studied at schools and universities all over the world, few have as much global relevance and impact as economics. The growth in the number of students studying for and graduating in economics degrees is very noticeable nowadays. Among the reasons of this phenomenon is the understanding of the great importance of the role of the economics in the modern life of the country and the world as a whole, magnificence for individuals, business, governments and international organizations. Graduates in economic degrees are employed in a diverse range of occupations. They can be found in international agencies, governments, private firms, consultancies, law enforcement bodies, etc. Among economic disciplines specialties of financial and tax advisors (consultants) occupy a special place. Financial consultants give sound financial advises. Such advises typically revolve around investment recommendations to their clients, who as a rule are businesses and individuals. In the main these recommendations are related to a variety of issues, associated with mainstream financial instruments (bonds, mutual funds, stock, etc.). Tax advisers (consultants) are specially trained in tax law, qualified financial experts providing advisory and consultancy services to clients with the aim of ensuring payment of their taxes in the most efficient way and benefit from tax advantages and exemptions. Their work depends on the nature and size of their employer. Tax advisers work with both corporate clients and individuals (different companies, trusts and individuals).

Tax consultants not only help their clients to meet tax obligations but minimize their tax liabilities. They are also obliged in case of need to explain to their clients all issues connected with their taxes. Tax advisers should research, analyze and interpret changing tax legislation in both the Russian Federation and overseas. They also create tax strategy for clients and help in planning their financial futures, advise on tax residence and domicile matters. Today as more individual consumers and companies take charge of their financial futures, the demand for qualified tax advisers continue to grow. Economy and Economics CHAPTER 1 Economy and Economics Economy Economy is one of the most important subjects which affects every individual, whether rich or poor, salaried or businessman, young or old. It affects any State too. All spheres of human life (politics, religion and culture, internal and international affairs) are deeply connected with the state of economy. In fact, the level of development of any society depends greatly on correct handling of the economy. We can conclude that the economy is the dominant force in human existence. The word ”economy” is derived from ancient Greek word “oikos”, which is translated as “household” and meant the management of the household. In this case the household referred to the entire society. But it is the archaic interpretation. Nowadays there are many definitions of the term “economy”. According to Brown, “economy is the system of earning livelihood”. According to Encyclopedia Britannica, economy is: – “thrifty and efficient use of material resources : frugality in expenditures; also : an instance or a means of economizing : saving “ – “efficient and concise use of nonmaterial resources (such as effort, language, or motion)” – “the arrangement or mode of operation of something: organization of a system especially of interaction and exchange (an economy of information)” – “the structure or conditions of economic life in a country, area, or period; also: an economic system”. The Free Dictionary by Farlex: – “Careful, thrifty management of resources, such as money, materials, or labor, learned to practice economy in making out the household budget”. – “An example or result of such management; a saving “. – “The system or range of economic activity in a country, region, or community: Effects of inflation were felt at every level of the economy.”

Will). – “The method of God's government of and activity within the world”. – “The system of production and distribution and consumption”. Macroeconomics is the study of the behavior of the whole (aggregate) economies or economic systems instead of the behavior of individuals, individual firms, or markets (which is the domain of Microeconomics). It is concerned primarily with the forecasting of national income, through the analysis of major economic factors that show predictable patterns and trends, and of their influence on one another. These factors include the level of employment/unemployment, gross national product (GNP), balance of payments position, and prices (deflation or inflation). Macroeconomics also covers the role of fiscal and monetary policies, economic growth, and determination of consumption and investment levels. There are some basic questions that every economy must answer: – What should be made (produced)? – What amount should be produced? – What is the value of it? – What methods should be used to solve these problems? – How should the goods and services be distributed? In short there are two kinds of economies: a command economy and a market economy. In a command economy the government plays the leading role, coordinating all spheres of economic activity, controlling production, distribution and prices. In a market economy an economic system is based on a free market, and is not planned or controlled by the government. Economics Economics is the social science which analyzes and describes the processes and phenomena in various spheres and branches of the national and global economy, specialized areas of investigations in an economic activity (agricultural economics, economic development, economic history, environmental economics, industrial organization, international trade, money supply and banking, finance, urban economics, etc.). Many famous western investigators stress, that economics is the study of how individuals and States choose to employ resources: what goods and services will be produced, the ways of their production and distribution among the members of society. The ancient Greeks (Plato, Aristotle) and the Romans (Cicero, Vergil and Varro) made the first attempts to analyze economic problems. They wrote about the economic basis for social and political health and so forth. The medieval period was marked by the disruption of the flourishing commerce of the ancient world. At first, economic writings of the Middle Ages focused on the just price for goods and criticism of usury. The late scholastics, a school of thought popular in Spain from the 14th to the 17th centuries, tried to reconcile economic logic with the Christian morality and argued that markets were both practically and morally superior to state-run economies. Nearly 400 years before Adam Smith, San Bernardino of Siena (1380–1444) asserted that prices were a function of relative scarcity. Similarly, Islamic economic scholars in the Muslim empire, having continued the work of Greco-Roman economic ideas, sought to integrate the principles developed from that tradition with the teachings of the Qu’ran, thus paralleling the effort of the scholastics. The 16th and 17th centuries saw a transition from local to national economies, appearance of merchant capitalism, extensive foreign commerce, new sources of wealth. As a result, a new theory of “mercantilism” arose. The greatest assault on mercantilist theory was made by Adam Smith. He was one of the most outstanding scientists of the early capitalism and is often viewed as the “father of free-market economics, while many economists state that this is not entirely true.
