Turkey's geopolitical ambitions. The victories of Turkey in the international conflicts of the 21st century S.M. This article is devoted to the foreign policy analysis of the Turkish Republic with the coming to power of “Party of Justice and Development” under the leadership of R.T. Erdogan. This is a charismatic politician who wants to return Turkey to its former power, and also who changed the vector of his country's foreign policy from Kemalism to Neo- Ottomanism. This ideology provides for interference in the internal affairs of the countries that were previously part of the great Ottoman Empire. Contrary to the major geopolitical powers represented by Russia, the United States, China, Great Britain and France, the Turkish president declares that "the world is more than five", thereby trying to reach a new level in world geopolitics. During the first term of his presidency, R.T. Erdogan made a number of strong statements regarding neighboring states, the essence of which was the indirect presentation of territorial claims. The author of the article is trying to analyze whether Turkey is a threat to the international community or whether it has valid reasons for its actions. Cтатья посвящена анализу внешней политики Турецкой республики, проводимой с момента прихода к власти "Партии справедливости и развития" под руководством Р.Т. Эрдогана. Это харизматичный политик, желающий вернуть Турции былое могущество, а также, изменивший вектор внешней политики своей страны от Кемализма к Нео-Османизму. Данная идеология предусматривает вмешательство во внутренние дела стран, ранее входивших в состав великой Османской империи. Вопреки крупным геополитическим державам в лице России, США, Китая, Великобритании и Франции, Турецкий президент заявляет, что «Мир больше пяти», тем самым стараясь выйти на новый уровень в мировой геополитике. В первый срок своего президентства Р.Т. Эрдоган сделал ряд сильных заявления в отношении соседних государств, суть которых заключалась в косвенном предъявлении территориальных претензий. Автор статьи пытается ответит на вопрос - является ли Турция угрозой для мирового сообщества или имеет обоснованные причины для своих действий? Erdogan declared that from now on his country would not tolerate the decrees of Western countries, but would act strictly basing on its national interests. Turkish government mentioned that the Russian weapons are cheaper and no less effective than the American ones and that the purchase is fully in the interests of their state. In response, Donald Trump imposed additional economic sanctions on Ankara, which hit the Turkish economy, and also excluded Turkey from participating in the development of a new fighter, but Erdogan did not refuse additional purchases of Russian weapons. Aggravation reached the point that Erdogan announced the possible closure of the American «Incirlik base» in Turkey, which allows the United States to control the situation in the Middle East, especially in Syria. Aggravation with the founding country of NATO is still the beginning of the transformation of Turkish foreign policy. The Turkish President entered into a personal conflict with French President Emanuel Macron over the situation with the murder of a teacher who showed students caricatures of the Prophet Muhammad. R.T. Erdogan accused France's actions of arresting Muslims in Paris, and also said that he did not accept excuses for disseminating such cartoons. "Macron should see a psychiatrist," the president said. The skirmish between Erdogan and Macron gave the Turkish president political points from the Islamic world. To all of the above, it should be added that R.T. Erdogan said in a public speech that he on the behalf of his state did not agree that a number of countries should have nuclear weapons and energy, while Turkey was not supposed to. "Why do Russia, Israel, the United States have nuclear weapons, but we do not? I do not agree with that," Erdogan said [Kudryashov I.V., Matyukhin, V.V. 2013, pp.117-136]. Given the current geopolitical position of Turkey and the complexity of its implementation of the neo-Ottoman project, it might possess, like all the leading countries of the world, the best weapons, including a nuclear arsenal. The Turkish president is playing a dangerous game unlike his Kemalist predecessors. The Kemalists adhered to a policy of non- interference in the affairs of countries that were once part of the Ottoman Empire and did not support Islamic foundations in their
country, but supported Western values, which made Turkey a key NATO country and a potential member of the European Union before Erdogan's arrival. "I am a Turk, but not a Turkist," Erdogan said, thereby demonstrating that the situation in Turkey is changing, just as the ideology is changing informally. In recent years there has been a transition from Kemalism to neo-Ottomanism. Over the past 5 years, Turkey has established relations with a number of post-Soviet, African and Arab countries, but spoiled relations with economically strong Western partners. Recently, the Turkish president made a statement that his military would remain in Afghanistan in order to monitor the situation around the Kabul airport. The Taliban (a banned organization in Russia) initially did not welcome this decision, but a week later declared the importance of Afghan-Turkish cooperation, and also called Turkey an important Islamic country in the world. This clearly demonstrates that the Turkish president does not intend to give up his positions in the Islamic world, but, on the contrary, will strengthen his influence on countries such as Afghanistan. Afghanistan [Hilal Köylü 2021]. Thus, the Republic of Turkey receives a completely new ideology, which is imperially opposed to neighboring countries. As an example, we can cite the statement of R.T. Erdogan about South Caucasian countries: “Our physical borders are different from the borders in our heart. Is it possible to separate Rize (a city in Turkey) from Batumi (a city in Georgia)?” Indeed, part of Georgia, especially Adjara and Batumi were part of the once-existing Ottoman Empire, but then the Turks ceded these lands to the Russian Empire [Kudryashov, Matyukhin 2013, pp. 117-136]. However, nowadays, investments from Turkey have poured into this city due to the heated situation between Russia and Georgia. Hotels, casinos, office buildings and other tourism tools were built for Turkish money, which creates the ground for the future expansion in Georgian lands, despite the friendly relations between the countries. The main opponent of Turkey (Kemalists and neo-Ottomans) is Armenia, which occupied the territories of Azerbaijan (a fraternal
country for Turkey). If you look at the political map of the world, you can see that Armenia separates Turkey and Azerbaijan with the Syunik region in the south of its country. Once these lands belonged to the Azerbaijan Democratic Republic, but they were transferred to the Armenian SSR and are now considered officially recognized borders of Armenia. Azerbaijan and Turkey consider this division unfair and will look for all the prerequisites for their annexation. The recent war in Nagorno-Karabakh demonstrated the capabilities and maximum effectiveness of the Turkish weapons that Azerbaijan purchased from Ankara against Armenia. Turkey openly supports Baku and makes every effort to finally squeeze Armenia in the eastern and western directions. This is due to the fact that Armenia unofficially, but at the level of the prime minister (the country's leader), presented territorial claims to Turkey and stated that the Sevres Peace Treaty is the best document guaranteeing peace and stability in the region. It should be mentioned that according to the Sevres Peace Treaty, which historically provided for the partition of the Ottoman Empire after World War 1, Armenia received a third part of the eastern Turkish lands, giving Armenia access to the Black Sea, which is unacceptable for the Turks. However, Turkey has an informal ally in the Transcaucasian region in the person of Azerbaijan. Officially, the doctrine is fixed between the countries: One people, two states. These are two Turkic- speaking peoples, where there are practically no differences in language, music, culture and other aspects. Turkey helped Azerbaijan to win in Nagorno-Karabakh in 2020, thereby consolidating its international prestige and position in the region. As a result of the war, Turkey even managed to open a Russian monitoring center in Nagorno- Karabakh and to conclude the allied Shusha Declaration with Azerbaijan. As a result, we have a situation in which it can be noted that Turkish ambitions are spreading to Europe (including the NATO countries), the Transcaucasus, the South Caucasus and Central Asia.
