Алба-Юлия, Румыния Экономическое развитие и инновации – тесно переплетаются. Согласно результатам научных исследований, считается, что национальная экономика стран-членов ЕС ориентирована или на инновации (западно-европейские страны) или на производительность (страны центральной и восточной Европы). Данная статья анализирует связь между инновациями и предпринимательством. Где под предпринимательством понимается экономическая активность и также основа здоровой национальной экономики. Инновации необходимы менее развитым странам чтобы преодолеть отставание в экономическом развитии, относительно среднего уровня по ЕС. Однако поддержка сектора инноваций требует бюджетного финансирования а так же новых программ поддержки сектора научных исследований. Международные и национальные системы затрудняют распределение бюджета на исследования, таким образом превращая инновационную деятельность в проблему для национальной экономики. According to the orientation towards innovation and scientific research the national economies of the European Union member states are being considered orientated toward innovation (western European countries) and oriented toward efficiency (central and eastern European countries). This article is analyzing the relation between innovation and entrepreneurship. Entrepreneurship being the expression of economic activity and also the base for a heathy national economy. Innovation is the key for less 10
developed countries to cover the gap in economic development considering the average at European Union level. Still, the support of innovation needs financing from public budget and also programs that are supporting the research and development sector. The international and national framework is pressuring the budget allocated for research and development activity, transforming this activity into a challenge for national economy. Keywords: creativity, innovation, research and development, entrepreneurship Introduction Most of the economic, psychological and sociological research, points out that entrepreneurship is a process and not a static phenomenon. Entrepreneurship is more than an economic driver (Pirich, 2001). Entrepreneurship has to do with change and is also often associated with problems of choice. The existing definitions of entrepreneurship often refer to the functional role of entrepreneurs and include coordination, innovation, neutralization of the uncertainty, supply of capital, decisionmaking, ownership and resource allocation (Friijsetal, 2002; Jääskeläinen, 2000). Indeed, three of the most frequently mentioned functional roles of entrepreneurs are associated with the main schools of thought on entrepreneurship: (1) search of the risk: entrepreneurs described by Cantillon or Knight are willing to take the risks associated with uncertainty; (2) innovation: the entrepreneurs described by Schumpeter are fastening the innovative ideas generating, dissemination and implementation; (3) search for the opportunity: entrepreneurs described the Kizner identify and manage opportunities and manage to obtain profit from them (OCDE, 1998; Carree şi Thurik, 2002). An operational definition of entrepreneurship that successfully synthesizes functional roles of entrepreneurs is that of Wennekers and Thurik (1999): „the ability and willingness of individuals, on their own, organized in teams inside and outside of existing organizations, to perceive and create new economic opportunities (new products, new production methods, new schemes of organization and new productmarket combinations) and to introduce their ideas on the market, despite the uncertainty and other obstacles, through the making of decisions regarding the location, the shape and use of resources and institutions”. Entrepreneurship is, therefore, essentially, a behavioral characteristic of a 11
person. Entrepreneurs can expose it only during a certain stage of their career, or only on certain activities (Carree şi Thurik, 2002). The concept of innovation Innovation has been defined in many different ways by different specialists, without a generally accepted definition. DEX online mentions that innovation is: „1) a novelty, change, transformation, or 2) solving a technical or work organization problem in order to improve labor (productivity), technical improvement or rationalization of applied solutions”. Innovation is a process (the innovating action) and innovation is the result of innovating. Another opinion is that „innovation” is both a process and a result of this process (so it is both an active form as well as an outcome). The OSLO Manual, version 3 published in 2005, suggested the classification of innovations in four categories: 1) product innovation; 2) process innovation; 3) marketing innovation; 4) organizational innovation. OSLO Manual recommends the following conceptual definition of innovation (technical): „innovation is the implementation of a new or significantly improved (good or service), or process, a new marketing method, or a new method of organizing in business practice, in organizing of the working places or external relations”. The minimum requirement for an innovation is that the product, process, marketing method or organizational method must be new (or significantly improved) to the firm. A product innovation is „the introduction of a new or significantly improved good or service – Is in terms of their characteristics or intended use”. These include significant improvements in technical specifications, components and materials, incorporated software, their friendliness towards users or other functional characteristics. Product innovations can utilize new knowledge or technologies, or may be based on new uses or combination of existing knowledge and technologies. The term “product” is used referring both to goods and services. Process innovation is the implementation of new or significantly improved production methods (for example, new manufacturing processes or process streams) or a new method of delivery. This includes significant changes in techniques, technological equipment and / or software. The result of process innovation must be significant in terms of: production, product quality and reducing the production costs and distribution. Marketing innovation is the implementation of a new marketing method that involves significant changes in product design or packaging, new sales methods, product placement, product promotion or pricing 12
policy. Marketing innovations aim to satisfy at higher level the customer needs, opening new markets or seek a new positioning of the company's products on the market, with the objective of increasing company sales. Organizational innovation means the implementation of a new organizational method in business practices of the company, organizing the working places or external relations of the company. Such innovation aims to increase business performance by reducing administrative and transaction costs, improving workplace satisfaction (and thus labor productivity) or reduce supply cost. This innovation seems to provide solutions for organizational development more sustainable and difficult to imitate by competitors. In addition, perhaps the undefined character of the notion of organizational innovation (management) gives it more attractiveness in the eyes of those who are not satisfied with easy solutions. There can be introduced changes in strategy, structure, process competences, systems and the culture that stimulates innovation in organization, reorganization of the entire organization. Among the initiators of organizational innovation (management) are mainly managers, management consultants and academics (Ciumara T., 2011). Innovation activities are scientific, technological, organizational, financial and commercial actions that helps all innovations materializing and their implementation (SLO Manual, 2005). Innovation activities also include research and development activities that is not directly linked to the development of a specific innovation, but seeks the accumulation of new knowledge that will be needed in the design of modern innovative technical systems. The innovation process includes a series of activities which are not R & D, such as later phases of production and distribution of new products, staff training on new processes, activities, implementation of innovations, such as new marketing and new organizational methods. Regarding the innovation in services (van Ark et al 2003) specifies that innovation in services is a „concept of a new or significantly improved service, a new channel for interaction with customers, a new system of providing services or technological concept that individually or in combination, lead to one or more new functions (renewed) service, which are new for the company and changes the service / good offered on the market and requires new technological human or organizational capabilities of the services firm”. This definition covers the concepts of technological and non-technological innovation in services. For the services sector it might be accepted following definitions of product 13
innovation or process: (1) product innovations are services whose intended use or whose performance characteristics are significantly different from the existing ones. The introduction of entirely new services represents product innovations; (2) process innovations are represented by the use of methods, procedures, equipment and/or new or significantly improved competences for provision of services. For example, the introduction of GPS Navigation (Global Positioning System) in transport services is an innovation process. Because common purpose (simultaneity) of production and consumption of its service, the distinction between product innovations and the process is less accurate than in manufacturing; usually, product and process innovations coincide in services. Model of innovation (den Hertog) Innovation in services may involve new product distribution channels, new forms of customer interactions, new technologies, etc. Pim den Hertog et al (1999) identified a four dimensions’ model of innovation in services: (1) the concept of service; (2) customer interface; (3) service delivery system; (4) new technology options. New concept of service dimension refers to a new idea or concept of service that are new to the market, in fact a new kind of service. Examples of this type of innovation can be "low-cost" airlines or new services regarding the information and communication technology. New interface with customers’ dimension. The way in which the provider interacts with the customer can be a source of innovation. Customers are often very involved in service production. Examples may include electronic banking (introduction of ATMs to withdraw cash), delivery of database through the Internet, etc. New system of services delivery dimension. This dimension refers to the adjustment/ change of the service delivery system, for example, new work routines. The new service systems may require, for example, new organizational structure and new competences of the teams. An example of innovation which has led to changes in the supply system is E-commerce: it may require a reengineering of the business process. New technology options dimension refers to the development and implementation of new forms of technology in production service. Information technology is not the only relevant technology innovation in services; however, it is a technological source in many innovative services. Technological dimension of innovation may refer, for example, to a new computer or new personalized software packages. Also in some cases, the companies are offering physical products accompanying their services, 14
such as customer loyalty cards. However, innovations in services are possible without technological innovation or they can incorporate a limited technological content. In practice, new innovative services are a mixture of four types of innovation dimensions. In order to measure innovation in services, there was introduced the European Service Sector Innovation Scoreboard (SSIS). This indicator is a response to the growing importance of getting more services in general and innovation services in particular. Peter Drucker (1985) says that there is a series of innovation sources, both internal and external, of the firm. As internal sources for innovation, there can be: (1) an unexpected event: any unexpected commercial success can be exploited by the company into an opportunity for innovation by developing a new version of the product or a new product to be launched as the next generation; (2) inconsistencies between expectations and results and between assumptions and reality can create opportunities for innovation; (3) needs of the processes: process improvements create new opportunities; (4) changes in industry and in the market: increasing market demand and industry growth open new opportunities for launching some innovation processes. External sources of the company (in the social and intellectual medium) are: demographic changes, for example in the distribution by age, education, occupations, etc. can become opportunities for innovative entrepreneurs; changes in perception, understanding customer perceptions of product companies is the key to exploiting the opportunities; new knowledge, inventions, patents, know-how etc. will bring opportunities for new products or markets. Managers must analyze all these sources of new opportunities. Joel Broustail and Frédéric Fréry (1993) suggested some other important sources for innovation, such as suppliers and customers, technology transfer from one industry to another or between different industries, market demands. It should not be ignored some other sources and methods of gathering information and innovative ideas, such as competitors, the company's current staff, business partners – information that can be obtained by the Marketing Department etc. The importance of innovation in entrepreneurship Innovation is generally considered as the main engine of economic growth in today's global economy. By introducing practical innovations, products with quality features, improved service quality, new more efficient and cleaner (green) production processes, improved models of the 15
system of business management, modern methods of labour management can be obtained. There are many reasons for businesses and organizations to innovate, including: increasing market share, the conquest of new markets, improve product quality, expanding the range of products, replacement of obsolete products, reducing environmental impact, etc. Innovation is inextricably linked with creativity. Innovation and creativity are processes that are interrelated because finding the solution to problems that arise in the process of innovation requires creativity. The innovation aims a market practicability of it; however, the innovation is possible without prior invention. Value innovation. Concept Value innovation was first outlined in a 1997 article in Harvard Business Review by W. Chan Kim and Renée Mauborgne, who would later write the book Blue Ocean Strategy in 2005. Value innovation is a key principle of blue ocean strategy, a business approach that focuses on creating new market spaces instead of fighting competitors existing market share. Value innovation was mentioned for the first time in a Harvard Business Review article, being authored by W. Chan Kim and Renée Mauborgne, who have later published the book called Blue Ocean Strategy in 2005, value innovation is the principle key of Blue Ocean strategy, a business approach that focuses on creating new market spaces instead of fighting competitors existing market share. Value innovation focuses equally on value and innovation. Value without innovation tends to create value without emphasizing the company in the market. Innovation without value tends to excessive technology using, pioneering on the market or futurism, often going beyond what buyers are ready to accept and pay. In this respect, it is important to distinguish between value innovation and its opposite, meaning technological innovation and market pioneering. Value innovation occurs when companies combine innovation with utility, price and cost levels. Value innovation is created in the area where the actions of one company favorably affects both the cost structure and the value offered to buyers. The savings are achieved by eliminating and reducing the factors for which the market players are competing. The value offered to buyers increases through the inclusion and the development of some elements that have never been offered in this area. Value innovation is more than a simple innovation. It also refers to the strategy that takes into account the entire system of organizational activities. 16
Innovation and entrepreneurship Innovation is the result of the research and development process. That means applicate research, which is referring to the process of gaining knowledge and means for achieving predefined specific goals. These goals can be achieved only in economic activity, which leads us to the development concept. Development refers to the systemic use of knowledge and means achieved in applicate research for creating new products or the improvement of the existing products or for creating or modifying processes. Thus, the research and development activities are determining an increase of the labor productivity by introducing new technologies, products or improving processes. The impact of introducing new technologies upon the productivity is depending also on the complementary or additional investments that the organizational structure is supposing (structure, procedures, management modifications). These changes suppose also the training of the human resources that have to use the new technologies, products or processes. Considering these aspects, we can understand that the most important effect upon the economic development is being determined by the applicate/industrial research and development, financed mainly by the private company. Public investment in research and development activity have a positive effect upon the private investments because they are reducing the uncertainty level and increase the reimbursement level expected as a result of the research investments of the private companies. In the last 10-20 years the efforts of the research and development activities, public and private, were orientated towards technological achievements with great impact, but hard to accomplish in practice. These efforts were concentrated mainly in the area of new industries. The impact of the results of research and development activity, especially in industry research, is being visible in 3 to 5 years. These investments are mainly private investments. On the other side, the impact of the public research and development investments are being visible in 5 to 7 years, with the tendency of increasing this period towards 20 years (especially due to the rate of success recorded in research activity, which is not always secured). The complementarily, with positive effects, between the two types of investments (public and private), is depending on the institutional characteristics and the decision making mechanisms of the two areas.
