ПРОЦЕССЕ РОССИИ XVIII в.

The article is devoted to the problems of historical study
of social role of the nobility and the state as collective
actors in the 18th century in Russia.
As a rule, histori
ans are constructing the collective actors on the basis
of presumably group belongings or on the basis of presumably
shared
group
interests.
The
notion
about

struggle of interests between the collective actors is
fundamental for the most of explanatory models in political history. Analyzing the basic concepts of the present-day historiography, the author shows that the references to the significant collective actors could not be
verified in the majority of cases: the “nobility” appears,
in fact, as a set of fragmented territorial corporate
groups, while the “state” was usually represented in
practice by the narrow circle of the central elite or even
by the lonesome figure of the Emperor hypothetically
having knowledge of the valid interest of the “state”. In
addition, both the nobility and the state bureaucracy
were overlapping each other, since in the most of situations the nobles were leading the bureaucratic institutions, especially at the top of the Imperial hierarchy. The
author points at the communicative character of the
political process, which means that the large collective
actors were in fact the rhetoric figures, who were constituted within the framework of political communication of
the relatively narrow groups of elite. The final conclusion is that both “state” and “nobility” might not be
seen as the actors, but rather as the rhetorical figures,
which were used by the certain groups of elite to implement their political practices.

В статье рассматриваются проблемы исторического
изучения социальной роли дворянства и государства
как коллективных акторов в России XVIII в. Как правило,
историки конструируют коллективного актора на основании групповой принадлежности либо на основании
групповых интересов. Понятие о борьбе интересов коллективных акторов лежит в основе большинства объяснительных моделей политической истории. Анализируя
концептуальные основания современной историографии, автор показывает, что отсылки к крупным коллективным акторами в большинстве случаев невозможно
верифицировать: «дворянство» на деле существовало
как набор фрагментированных по территориальному
принципу корпоративных групп, а «государство» на
практике сводилось к узкому кругу элиты имперского
центра или даже к одинокой фигуре императора, предположительно владеющей знанием реальных интересов
«государства». Кроме того, дворянство и государственная бюрократия накладывались друг на друга, поскольку в большинстве случаев руководителями бюрократических структур и были дворяне, особенно – на вершине
административной иерархии. Автор указывает на коммуникативный характер политического процесса, означающий, что крупные коллективные акторы являются
на деле риторическими фигурами, конституируемыми в
рамках политической коммуникации относительно узких
группировок элиты. На этом основании автор приходит
к выводу о том, что целесообразно считать «дворянство» и «государство» не акторами, но риторическими
фигурами, с использованием которых те или иные группировки элит реализовали властные практики.

COLLECTIVE ACTOR OR RHETORIC FIGURE? “THE NOBILITY” AND “THE STATE”

IN POLITICAL PROCESS OF THE 18th CENTURY IN RUSSIA

One of the predominant narratives in the Russian history of the 18th century is the narrative of

struggle between the nobility and the state. For example, А.V. Shipilov notes as follows: «The gentlefolk constituted the political class, the exclusive strata, which was sitting on civil and political rights.
Initiated as early as the 18th century, the nobility’s fight for freedom/supremacy had been enduring
process, but finally it was crowned with unconditional success: the Manifest Proclamation of 1762, and
then the Grant Charter of 1785, officially assigned the noble class with both privileges» [1, p. 134].
This note acts as a starting point for the present article, and the quotation «illuminates from beneath»
those particular key points, which I would like to discuss: characteristics of the nobility as collective
actor («political class»), which fights and wins from the other collective actor, from the state. Below, I
suggest to consider two major problems in details: characteristics of the nobility as the «political class»
and its presumptive struggle for own sectional interests, including «freedom».

The nobility is characterized as collective actor in the large variety of current works on political

history1. But is it possible to suppose it like this? A traditional piece of work by G.А. Gukovsky, having
equally great significance just as for political history of Russia in the 18th century, so for literary history,
is the best illustration of such a Marxist coupling of social, economic and political aspects together.
Economics designates political thinking, which means that in the most instances economic characteristics are sufficient for understanding any political actions of a party. Speaking, for example, about
«Noble Fronde», Gukovsky has easily identified various political events as manifestation of group interests by a collective actor – the nobility [2, p. 124-127].

Is there any way to identify this collective actor as the nobility? S.М. Troitsky, for instance, wrote

about Commission on noble liberty, founded by Catherine II in 1762, as follows: «All its members, regardless of origin and belonging to various ruling groups, which had been fighting for their power and
influence, were solid in defense and upholding of interests of that estate, to which they belonged».
However, Catherine II declined proposals submitted by «noble ideologists», and this – Troitsky outlined – «bears the testimony about tremendous power of the absolute monarchy, which being supported by noble guard, bureaucracy, police, and other “levers of power”, could decline proposals of the
prelacy, and was able to make a decision upon the “noble matter” by taking into account interests and
values of the whole noble state. <…> While the Establishment Commission had been in operation,
Catherine II had got an opportunity to become more fundamentally aware of attitude and demand of
the broad strata among metropolitan and provincial nobility, following which step by step, she carried
into execution several of their demands, and in 1785 she issued the Charter to the Nobility» [3, p. 190192].

In an equivalent manner, I.V. Faiyzova estimates the Manifest Proclamation of 1762 as an in
strument liberating «the ruling class from obligatory public services», and placing it effectively into
equilibrium relations with the state [4, p. 3]2. Correspondingly, Faiyzova characterizes the members of
Commission on noble liberty as «the most powerful protectors of estate privileges for those landlords,
who were tightly connected to the metropolitan nobility», coming to a conclusion that: «The activities of
nobility representatives were evaluated as negative ones by the Empress» [4, p. 100-101]3.

As it is clear from the above mentioned quotations, some of researchers consider the Commis
sion on noble liberty as de facto institution of nobility representatives. But, as О.А. Omelchenko fairly
distinguishes, the Commission in fact was «the government of Russia at that date» [5, p.14]4: the leading administrators of the empire had been cast into that body, and after its activity was over, all of
them (except for А.P. Bestouzhev-Ryumin in advanced years, and М.I. Vorontsov unfavorable for
Catherine) successfully continued their careers as the Court Nobility. How could it happen that a group
of prelacy (especially including persons of commoner’s ancestry, like Razumovsky and Teplov) had
been considered as «noble ideologists», instead of being related to the part of that guardianbureaucratic-police system, which by its own desire provided «tremendous power» to the absolutism?
In what way at all is it possible to define the sectional identity of noblemen group participating in the
state administration? Was the policy, implemented by noblemen sitting in bureaucrat’s armchairs, the
«noble» politics or after all the «state» one? How could you know positively that we are really talking
about the nobility, exactly or generally?

Perchance, one or another entity should be referred to the pool of «noble ideologists» according

to the principle of «qui bono»: if any of given propositions were made in favor of noble privileges, then
those, who promoted such proposals, should be considered as exponents of the nobility, shouldn’t
they? Isn’t it correct, indeed, to deem «noble ideologists» kind of lobby members? This is for a good
reason; of course, the administrative vertical line conducted information from bottom to top, so, some

agenda, there are different ways to characterize nobility as collective actor. It is possible to 
characterize nobility as economic actor, for instance, by realizing complex analysis of noble 
economies in designated area. Value of indexes will provide insight into nobility understanding as the 
collective economic actor; at least, any noble economy participates in economic functions, namely 
produces, assembles, and trades.
