This issue is a sampler of abstracts of the 8th International Scientific Conference established by the Department of Accounting and Audit of SaintPetersburg State University of Economics. The Conference themes were the 
theory and practice of financial and management accounting, taxation, analysis 
and audit, international standards of financial reporting, and the formation of the 
accounting profession in the modern society.  
The issue is designed for lecturers of economic disciplines, post-graduate 
and under-graduate students of economic faculties, who investigate the problems 
of modern accounting, analysis and audit.

ПРЕДИСЛОВИЕ 
 

Следует помнить древнее правило: «non multa, sed multum» – не о 
многом, но основательно. 
Эта простая мысль приходит в голову, когда мы готовимся к проведению и проводим ежегодную конференцию преподавателей, аспирантов 
и студентов кафедры бухгалтерского учета и аудита «Бухгалтерский учет, 
анализ и аудит: история, современность и перспективы развития». Действительно, на этой конференции мы, подводя итоги научной деятельности 
кафедры за год, основательно оцениваем свершившиеся дела. 
Научная школа кафедры бухгалтерского учета и аудита накопила 
определенный потенциал и опыт научных исследований в области теории и практики бухгалтерского учета, анализа и аудита. Конференция 
позволяет студентам, аспирантам и преподавателям кафедры представить свои идеи широкой научной общественности, ответить на возникающие вопросы, отстоять свои научные позиции или согласиться с 
критикой оппонентов. 
Участие в работе конференции иностранных ученых повышает статус конференции. Позволяет обменяться мнениями по тому или иному вопросу не только с российскими, но и зарубежными коллегами. 
Конференция «Бухгалтерский учет, анализ и аудит: история, современность и перспективы развития» была проведена уже в восьмой 
раз, что позволяет говорить о сложившихся научных традициях на кафедре. В традициях конференции – научный подход к изучению проблем теории бухгалтерского учета и отчетности, совершенствования 
финансового учета и налогообложения, развития управленческого учета. В материалах конференции много внимания уделено  использованию 
международных стандартов учета в регулировании национальной учетной практики, опыту бухгалтерского учета в зарубежных странах, аудиту и анализу хозяйственной деятельности, перспективам профессии 
бухгалтера в современном обществе.  
Приглашаем студентов, аспирантов и преподавателей участвовать в 
октябре 2014 г. в IХ международной научной конференции «Бухгалтерский 
учет, анализ и аудит: история, современность и перспективы развития».

ASYMMETRIES IN THE HUNGARIAN ACCOUNTING  
REGULATION AFTER 2000 
 
ABSTRACT 
The article provides the most important features of the Hungarian accounting regulation after 2000 and shows contradicts and asymmetries of its 
situation. The Hungarian accounting regulation is a ‘one tier’ system. The valuations, methods and solutions of accounting issues are provided only by Act on 
Accounting being in force consequently the regulation is very rigid. One of the 
most important problems is the ‘fiscal pollution’. However, there are positive 
processes like the preparation of standards and the opportunity to choose a 
simpler financial report for micro- and SMEs. 
FEATURES OF ACCOUNTING REGULATION IN THE CENTRAL EUROPEAN REGION 
After the change of regime in East Central European countries there were 
differently long processes to improve their accounting regulation.  
The most important problems of accounting regulation in the Central European Region were described by King, Beattie and Cristescu (2001). Some of 
them are following: 
1. All of them have a strong macroeconomic characteristic. 
2. There is close relation in these countries between the fiscal policy and 
practice of accounting. 
3. The process of harmonization means at the same time to apply to 
IAS/IFRS and the directives of European Union. 
All the above mentioned statements were applied also for Hungary in 
2001. 
The Hungarian reorganization of accounting started at the end of eighteens. The accounting of country belongs to the Continental accounting group, 
where the legislation has a main role. Hungary established an EU-conform accounting regulation since 2004. There is an option to prepare a consolidated financial report based on IAS/IFRS or the national regulation. Both are accepted 
by the authorities. Although the Hungarian stand-alone financial reports are in 
harmony with the fourth directive, they reflect by state defined information instead of serving the market players. This fact underlay the first and third above 

mentioned statements. Is it valid also the second feature? Without showing the 
measurement of closeness of the fiscal policy and result of accounting is arguable that the second statement is valid. 
Connecting to my research in my doctorial thesis which provided the features of the Hungarian, Romanian and Slovakian accounting regulation systems, characterization of the regulation in the examined countries and their features influencing the true and fair view there were four theses: 
1. The accounting regulating systems of the examined countries had to 
perform conditions of harmonization in an extremely short period of time consequently they accelerated the process strongly. The strong acceleration has impacts on the regulating systems of the region because it crosses the organic development. 
2. Due to the characteristics of legislation and controlling the division of 
labour among branches of power plays a significant role in the operation of the 
accounting regulating system. The combination of legislation and executive 
power has the primary role. The essential question in examination of the countries is what level of division of labour exists in the regulation of accounting. 
3. Fifteen years have passed after the change of regime and the experts’ 
professional attitude can be described as obedience to rules. Obedience to rule 
is welcome in the codified legal system, though the tendency of international 
harmonization of accountancy requires different attitude from the profession. 
4. The three accounts above significantly influence the structure and content of accounting information which is provided by the financial report 
(Borbély, 2008).

‘All the EU countries have the same environment and influencing factors inside and outside the country. There are more and less effective factors of all those. 
Examining the influencing factors on the accounting regulation in the European 
countries we can find several internal and external factors. Chart 1 shows them. 
The internal factors are the legislation, the executive authorities, the jurisdiction 
and the profession with the standard-settler boards and the auditors. 
In the ‘hands-on’ group the role of the legislation and executive authority 
is dominant because of the codified law system. In the ‘hands-off’ group the 
professional organizations and the jurisdiction are more important because of 
the influence of the common law system and the microeconomic feature of the 
economy. Both groups are characterized by the same external factors. Chart 1 
shows the effect of the external factors’ (Borbély, 2008). 
THE HUNGARIAN REGULATION FROM 2000 UNTIL 2013 
The first Act on Accounting from 1991 after the changing of regime was 
a relative short law, with a clear structure and contained provisions on the financial report(s). The sources of it were the concerning directives of EU and 
IASs. Although the legislators did not want to give exaggerated specified rules 
the profession – because of its attitude – demanded exact provision(s) in all 
case. That was the reason for frequent changing and increasing of provisions in 
the Act on Accounting. 
Hungary prepared a Euro-conform Act on Accounting before the accession to European Union. 
Examining the possibilities Gábor Nagy mentioned two different periods: 
the short term legislation and the long term preparation of the Hungarian Accounting Standards (Nagy G. 1999:376). 
The legislators chose the first one with provision (176 §) on the setting of 
above mentioned standards. The structure of law became well-arranged. Although the content was very specific, however, it was Euro-conform.

 on the Hungarian Accounting Standards the process of preparation was broken off consequently the only possibility to give provisions for the profession was the changing of the law every year (Borbély, 2012). There is a parallel process to the frequent changing of the Act on Accounting which is the more frequent changing 
of the different tax categories. The situation of profession is difficult.

There is still a ‘fiscal pollution’ (Richard, 1995, King, Beattie és Cristescu 2001) in Hungary. 
In opinion of Gábor Matukovics: ‘the Act on Accounting cannot react to 
the demands of market, investors, owners and lawyers’ (Matukovics, 2004:66) 
namely it is rigid. His statement is valid also at the present because of every 
year changing of the law. Consequently the Hungarian Act on Accounting is 
not functional as a general rule. It is still only a vision which will be realizable 
through the establishment of two tier regulation. 
There is a further problem according to accounting regulation. The system 
does not suit well the structure of the Hungarian economy because of very high 
number of micro- and SMEs. From 2013 an ordinance of government in force 
gives possibility for them to choose a simpler accounting regulation concerned 
to the principle cost-benefit. 
The above mentioned asymmetries (status of power versus profession and 
legislation versus executive authorities) show a common ground namely the 
legislation. It is a very important factor influencing of the accounting regulation 
as Roberts, Weetman, and Gordon (1998) highlighted in their study. 
The process of preparation of Hungarian Accounting Standard started in 
2004 (in the year of accession to European Union). This year two different 
boards were established. The first one prepared the standard, the second one 
proposed the most important issues and the prepared the schedule. The concept 
of accounting policy, leasing and inventories were accepted by the preparatory 
board in 2006. The standard-settler board realized its tasks (discussion, acceptation, drafting up). After schedule of the government and standard-settler board 
the standards should have become ordinance of Finance Ministry from next 
year, but it did not happen them (Borbély, 2012). The process stopped, but it recommenced in 2011 (Adorján, 2012) and the boards were established again. 
Two standards of three above mentioned (the accounting policy and inventories) were brought up-to-date. Their concepts are finished now1

Parallel to international harmonization of standards for the SMEs the ordinance of Hungarian government provides brief and simple rules to prepare the 
financial report. There is not possibility to choose different methods and solutions (Adorján, 2012). 
Unfortunately the changing of taxation and accounting are not cooperated 
for these enterprises. 

Summarizing the above mentioned process of the Hungarian accounting 
regulation the most important statement that it is a ‘one tier’ system. The valua

tions, methods and solutions of accounting are provided only by Act on Accounting being in force consequently the regulation is very rigid. It is not better 
and more ambiguous than a ‘two tier’ system with Act on Accounting about the 
financial report and standards about valuations, methods and solutions of operating events.  
Ficzere (1995) prescribed in his article about the exaggerated specified 
legislation. In his opinion the most important question concerned to the above 
mentioned symptom is the conformity with the demands of society. 
The conformity could mean less asymmetry between the profession and 
the representatives of power (legislation, executive authorities and jurisdiction) 
and between the legislation and the executive authorities consequently less rigidity in the regulation. 
The separation of the microenterprises’ financial report from the Act on 
Accounting could enforce the principle of cost-benefit and means less costs and 
bureaucracy for them. 
There are positive processes like the preparation of standards and the opportunity of a simpler financial report. However, there are problems. The necessary condition is that the state decreases its legal, fiscal and control roles, separates the accounting and fiscal and the same time harmonizes them. 
Further important factor is the professional and financial independency of 
profession bodies. (Mészáros, 2003).  
Finally the attitude of profession is also an important factor namely an ability of independent decision making instead of conformity of hard-and-fast rule. 
These conditions give opportunity to improve the economic environment 
in Hungary.

АСИММЕТРИЯ УЧЕТНОЙ ИНФОРМАЦИИ  
И СПРАВЕДЛИВАЯ СТОИМОСТЬ 
 

Современные тенденции развития бухгалтерского учета направлены на 
изучение в теории и решения на практике двух важнейших учетных задач, а 
именно, во-первых, определение момента признания и, во-вторых, измерения 
стоимости объекта учета. Измерение стоимости объекта учета реализуется в 
учетной практике путем использования такого элемента метода бухгалтерского учета как оценка. Теория бухгалтерского учета, с учетом ее исторического развития, накопила большой пласт видов учетных оценок, однако поиски их оптимальности, с точки зрения объективности стоимостного измерения 
и возможности их применения к различным объектам являются одним из актуальных вопросов сегодняшнего дня. Мы должны рассматривать учетную 
оценку не только как инструмент бухгалтерского учета, но и как один из инструментов бизнеса, который позволяет собственнику принимать верные 
управленческие решения. Следовательно, оценка должна иметь практическое 
применение в решении конкретных управленческих задач. В основе процесса 
оценки находится стоимость, которая представляет собой расчетную величи
ну объекта учета в конкретный момент времени. На данную величину влияют 
условия возникновения стоимости, проявление таких свойств объекта как полезность, спрос, передаваемость и дефицитность. 
Поэтому стоимость как основа оценки и является расчетной величиной 
и не представляет собой эквивалент денежных потоков. Деньги при осуществлении оценки выполняют только функцию меры. Поиски оптимальной 
стоимости для оценки объектов бухгалтерского учета привели к возникновению и признанию в финансовой отчетности такого спорного вида оценки как 
оценка по справедливой стоимости. Тернистый путь признания справедливой стоимости в качестве учетной оценки привел к тому, что в МСФО был 
принят отдельный стандарт, посвященный только одному виду стоимости, 
IFRS 13 «Справедливая стоимость», введенный в действие с 1 января 2013 г. 
Данный стандарт изменил само определение справедливой стоимости, с целью переноса акцента ее формирования с рынка покупок на рынок продаж. 
Изменение данного определения не случайно и связано с изменением общей 
концепции МСФО в части выделения основного пользователя финансовой 
отчетности, в лице существующего и потенциального инвестора. При изучении ресурсов и обязательств, представленных в финансовой отчетности, основного инвестора интересует ответ на вопрос о том, сколько он получит сегодня, если примет решения о выходе из бизнеса. Дать ответ на поставленный вопрос основного пользователя, и позволяет оценка по справедливой 
стоимости. Стандарт содержит описание достаточно сложного механизма 
формирования справедливой стоимости. Для определения справедливой 
стоимости, как правила, привлекаются специалисты, имеющие особую профессиональную подготовку. Таким образом, складывается ситуация в результате которой стоимость определяется по сложным, расчетным правилам, 
и основная группа пользователей учетной информации не располагает знаниями о факторах, которые повлияли или могут повлиять на величину стоимости, что неизбежно приводит к асимметрии учетной информации. Негативным последствием асимметрии учетной информации является нерациональное поведение субъектов рынка. Следовательно, построение системы 
факторов, которая оказала или может оказать влияние на формирование 
справедливой стоимости необходимо для решения проблемы асимметрии 
учетной информации. Примером такого подхода может быть представление 
классификации факторов, влияющих на величину справедливой стоимости 
нефинансовых активов. Факторы, влияющие на величину справедливой 
стоимости нефинансовых активов, могут быть сгруппированы в четыре 
группы: внешние факторы, количественные и качественные характеристики 
объекта оценки, эффективность использования объекта оценки, применяемые подходы и методы оценки.
